Eley Road sewer project
In August 2024, we awarded the construction contract to MFJ Constructions. Since then, they have completed ground investigations, located existing services and set up their site office at Eley Park, off Obrien Crescent.
MFJ Constructions expect to start work at Eley Road in January 2025.
The new sewer pipeline will be constructed in 3 stages:
- Stage 1, from January to August 2025
Within Eley Road, from Westminster Close to the entry to Eley Park - Stages 2 and 3, from May 2025 to April 2026
Within Holland Gully Reserve:
– from Royton Street to the shared pathway entry at Sartori Street
– from Sartori Street to the Holland Road playground.
When we’re working in Holland Gully Reserve sections of the park and its shared pathway will be closed to the pedestrians and cyclists, based on our work program.

What to expect
- Working hours will be Monday to Friday, 7 am to 5 pm, and some Saturdays from 7 am to 3 pm, if necessary.
For your safety the speed limit along Eley Road will be reduced and there’ll be changes to traffic along Eley Road, from Westminster Close to the entry to Eley Park, with signs and traffic controllers onsite:
- From 7 am to 9 am one lane will be closed
- From 9 am to 4 pm, Eley Road will be closed to through traffic, with local access only. Detours will be in place.
- After 4 pm the road will be re-opened to allow traffic flow in both directions.
- We’ll work with residents on Eley Road to manage access to driveways and bus operators to maintain services.
- Some of our construction activities will be noisy, dusty, and disruptive.
We don’t expect any interruption to your water or sewer services while we construct this pipeline.

Early investigations - 2022 to 2023
As part of our plannng for a new sewer pipeline in Blackburn South, we completed a range of investigations from late 2022 to mid-2023. These investigations included service proving, topographical, geotechnical and ecological assessments and the findings were used to inform the detailed design for our proposed new sewer.
We distributed project notices to residents who live near the investigation sites and we'll continue to share more information as this project progresses.
